Is there any way to ban research programmes, such as JAPA, if there is sufficient evidence that they are not being used for scientific research?

JAPA is the Japanese Antarctic Research Programme which is the scientific whaling that the Japanese Fisheries Agency does in the Southern Ocean. The International Whaling Commission has said in its review, which took place in December last year, that the research programme didn't meets its objectives and the science that it was doing wasn't asked for and they weren't filing those answers anyway. So that research isn't being asked for, the IWC, International Whaling Commission has said that it’s not necessary and the whaling continues. In much the same way we have a whale sanctuary, we have a moratorium, but the whaling continues. And that is why the work that we are doing is about talking to the people in Japan and talking to our Japanese office and working there, because if we want change in Japan, it has to come from the Japanese people.
